[103] For whomever wholesome phenomena (kusalā dhammā) do not arise, do unwholesome phenomena (akusalā dhammā) not arise for that one?
At the moment of the arising of unwholesome phenomena, wholesome phenomena do not arise for them, but it is not the case that unwholesome phenomena do not arise for them. For all at the moment of the dissolution of mind (citta), at the moment of the arising of a mind dissociated from the wholesome and dissociated from the unwholesome, for those who have attained cessation, and for non-percipient beings — for them, wholesome phenomena do not arise and unwholesome phenomena do not arise.
Or else, for whomever unwholesome phenomena do not arise, do wholesome phenomena not arise for that one?
