For beings of the Pure Abodes (Suddhāvāsa), while the second unwholesome mind (citta) is occurring: wholesome phenomena have never arisen for them there, but it is not the case that unwholesome phenomena have never ceased for them there. For those being reborn into the Pure Abodes and for non-percipient beings (asaññasattā): wholesome phenomena have never arisen for them there, and unwholesome phenomena have never ceased.
Or: for whomever and wherever unwholesome phenomena have never ceased, have wholesome phenomena never arisen for that one there?
