Abhidhammapiṭaka · Paṭṭhāna (2) · Vol. 41 · Section 52

[52] Dependent on a phenomenon without thought and with examination only (avitakka-vicāramatta), there arise phenomena (dhammā) accompanied by thought and examination (savitakka-savicāra) and phenomena without thought and without examination (avitakka-avicāra), by not-root condition (na-hetu-paccaya): Dependent on rootless (ahetuka) thought (vitakka), the aggregates (khandhā) accompanied by thought and examination and mind-originated form (cittasamuṭṭhāna-rūpa) arise. At the moment of rootless rebirth-linking (ahetuka-paṭisandhi-kkhaṇa), dependent on thought, the aggregates accompanied by thought and examination and kamma-produced form (kaṭattā-rūpa) arise.
