[65] Dependent on a phenomenon (dhamma) with thought and examination (savitakka-savicāra), a phenomenon without thought, with examination only (avitakka-vicāramatta), and a phenomenon without thought and without examination (avitakka-avicāra), there arise phenomena (dhammā) with thought and examination and phenomena without thought and without examination, by not-root condition (na-hetupaccaya):
At the moment of rootless rebirth-linking (ahetuka-paṭisandhi), dependent on one aggregate (khandha) with thought and examination, on thought (vitakka), and on the base (vatthu), three aggregates arise; dependent on two aggregates, on thought, and on the base, two aggregates arise; dependent on the aggregates with thought and examination, on thought, and on the primary elements (mahābhūta), kamma-born matter (kaṭattārūpa) arises.
