Paccanīyapaṭṭhāna

[54] Dependent on a phenomenon (dhamma) without thought-conception and without discursive thought (avitakka-avicāra), there arise both a phenomenon with thought-conception and discursive thought (savitakka-savicāra) and a phenomenon without thought-conception and without discursive thought, by way of the not-root condition (na-hetupaccaya). At the moment of rootless rebirth-linking (ahetuka-paṭisandhikkhaṇa), dependent on the base (vatthu), the aggregates (khandhā) with thought-conception and discursive thought [arise]; dependent on the primary elements (mahābhūta), kamma-born form (kaṭattārūpa) [arises].
