Paccanīyapaṭṭhāna

[56] Dependent on a phenomenon (dhamma) without thought-conception and without discursive thought (avitakka-avicāra), there arise phenomena (dhammā) with thought-conception and discursive thought (savitakka-savicāra), without thought-conception and with discursive thought only (avitakka-vicāramatta), and without thought-conception and without discursive thought — by not-root condition (na-hetupaccaya): At the moment of rootless rebirth-linking (ahetuka-paṭisandhi), dependent on the base (vatthu), the aggregates (khandhā) with thought-conception and discursive thought, and thought-conception (vitakka), [arise]; dependent on the primary elements (mahābhūta), kamma-born matter (kaṭattārūpa) [arises].
