[60] In dependence on a phenomenon (dhamma) without thought-conception, with mere discursive thought (avitakka-vicāramatta), and on a phenomenon without thought-conception and without discursive thought (avitakka-avicāra), a phenomenon with thought-conception and discursive thought (savitakka-savicāra) arises, due to a condition that is not root condition (na-hetupaccaya): at the moment of rootless rebirth-linking (ahetuka-paṭisandhikkhaṇa), in dependence on thought-conception (vitakka) and the base (vatthu), aggregates (khandhā) with thought-conception and discursive thought arise.
In dependence on a phenomenon without thought-conception, with mere discursive thought, and on a phenomenon without thought-conception and without discursive thought, a phenomenon without thought-conception and without discursive thought arises, due to a condition that is not root condition: in dependence on rootless thought-conception and the great primary elements (mahābhūtā), mind-originated form (cittasamuṭṭhāna-rūpa) arises; at the moment of rootless rebirth-linking, in dependence on thought-conception and the great primary elements, kamma-born form (kaṭattārūpa) arises.
